We are not seeing the option to see the camera in Safari on anything below Safari 11.1 is this a known issue?

Yes, it’s a known issue of Safari. Versions below 11 don’t support capturing webcam stream, that’s why we hide the “camera” tab in the widget. In the mobile version, the “camera” tab is visible, but it doesn’t use browser’s APIs and just open the camera in photo or video mode.
